Critics Raise Concerns Over AI Adoption in Pennsylvania Governments • Spotlight PA

Pennsylvania is pioneering the use of artificial intelligence (AI) in government operations, aiming to streamline processes and enhance efficiency. The state initiated a yearlong generative AI pilot program last January, incorporating ChatGPT Enterprise across 14 agencies. This initiative, costing $108,000, has allowed 175 employees to save an average of 95 minutes daily by leveraging AI for writing assistance, research, and data summarization. While many employees report positive experiences, experts caution about the risks associated with generative AI, particularly its potential to produce inaccuracies. The state is committed to training employees in “safe and responsible AI use” and is developing guidelines to mitigate risks. Meanwhile, local governments, like Allegheny County, are also beginning to formulate AI policies. Governor Josh Shapiro has established standards and oversight for generative AI in government, emphasizing that AI should complement, not replace, human expertise. The pilot programs reflect a growing trend toward integrating AI in public administration.
