Hong Kong is considering new laws to regulate the use of artificial intelligence (AI) in sexual crimes, as part of a broader effort to amend sexual offence laws before the current administration’s term ends. Security Secretary Chris Tang Ping-keung confirmed that the forthcoming amendments will not discriminate based on sex or sexual orientation. The Law Reform Commission will explore the inclusion of AI-generated sexually explicit images in the Crimes Ordinance, particularly in response to a recent incident involving a University of Hong Kong student who created pornographic images of classmates using AI tools. Tang emphasized the need to strengthen laws that address unacceptable acts that current regulations cannot adequately cover. This initiative reflects a commitment to modernizing legal frameworks to ensure they effectively address emerging challenges related to technology and sexual offenses.
