Kyivstar Partners to Co-Develop Ukrainian Language Large Language Model

Kyivstar, a telecommunications company owned by Veon, has entered a cooperation agreement with Ukraine’s Ministry of Digital Transformation to create Ukraine’s first national large language model (LLM) focused on Ukrainian-language data. The initiative aims to harness open-source architectures to train the LLM exclusively on Ukrainian data, capturing local dialects, terminology, and cultural context. The model is set to support AI-driven solutions in various sectors, such as education, finance, and healthcare, providing more relevant insights compared to generalized models. A key aspect of the project is ensuring that sensitive national data is securely processed within Ukraine, essential for government and defense sectors. Veon Group CEO Kaan Terzioglu highlighted that the LLM will enhance access to intelligence tools reflecting Ukrainian culture and resources, reinforcing Veon’s commitment to investing $1 billion in Ukraine’s digital infrastructure from 2023 to 2027, and positioning itself as a service provider in developing markets.
