He warned that focusing on “dashboard success” can lead to “welfare failure,” potentially causing harm and entrenching inequalities. Dhaliwal highlighted the “engagement trap,” where high usage metrics don’t equate to real benefits, citing an ineffective WhatsApp AI chatbot for Kenyan entrepreneurs. The newly launched AI Evidence Playbook aims to guide government officials in responsible AI adoption, stressing the need for rigorous evaluation of AI’s impact and cost-effectiveness. He criticized traditional metrics, highlighting that AI should augment, not replace, human roles. Dhaliwal suggested a checklist for policymakers that includes assessing the theory of change, training data relevance, and practical field robustness. He believes India’s robust digital infrastructure enables swift, effective AI evaluations, positioning it as a leader in responsibly implementing AI for social good.
