Beijing Advances Plans for Enhanced Regulation of Emotionally Interactive AI Technologies

China is implementing new regulations aimed at enhancing control over artificial intelligence (AI) systems that mimic human behavior and emotional interactions. The draft rules, released by the country’s cyber regulator for public feedback, emphasize tightening safety, ethical, and behavioral standards for consumer-facing AI. These regulations will apply to AI services that exhibit human-like traits and engage emotionally with users through various media formats. A significant concern is the risk of user addiction; companies must warn users about potential overuse and take action if signs of dependence arise. The regulations also mandate lifecycle accountability, ensuring that AI providers maintain safety and data protection throughout development and deployment. Additionally, the draft addresses psychological risks by requiring providers to assess user states and intervene in cases of extreme emotions or addictive behavior. Finally, the regulations prohibit AI services from generating content that threatens national security or promotes violence, aligning with China’s regulatory framework for digital content.
