China Unveils Draft Regulations for Enhanced AI Tool Safeguards

China has released draft regulations to govern artificial intelligence (AI), inviting public comments, as reported by Reuters. These regulations target consumer-centric AI products that replicate human traits and engage with users through text, images, audio, or video. A key aspect is user safety; AI service providers must caution against excessive use and intervene if addiction signs emerge. Companies will be accountable for the entire product lifecycle, with mandates for algorithm checks, data security, and personal information protection. The guidelines also focus on mental health, requiring providers to assess users’ emotional states and dependencies, taking action to mitigate harm if necessary. Additionally, strict content limitations are imposed, banning the generation of materials that threaten national security, spread rumors, or promote violence and obscenity. This regulatory framework emphasizes responsible AI development and industry accountability while remaining open for public feedback before finalization.
