Delaware Unveils New State Guidelines for GenAI Implementation

Delaware state workers are now guided by a new policy regarding the use of artificial intelligence tools. The Delaware Department of Technology and Information (DTI) unveiled its Enterprise Policy on Generative Artificial Intelligence, outlining when employees can utilize “consumer-grade GenAI tools” like ChatGPT. The policy prohibits tools created outside the U.S. and differentiates between public and enterprise GenAI tools, the latter being specifically licensed to protect state data. DTI’s Anthony Collins emphasized the need for training to ensure responsible and principled AI use among employees. To facilitate this, a subcommittee of the Delaware AI Commission is set to develop training programs. The policy reflects a balance between providing guidance and governance while empowering state staff to innovate. The commission also initiated a framework for a sandbox to test agentic AI technologies, underscoring Delaware’s commitment to advancing AI use strategically while ensuring compliance and protection of sensitive data.
