This decision comes amid regulatory threats and potential bans in the U.K. and beyond due to instances of users manipulating photos without consent. Previously accessible to most users, Grok’s tools have been limited, with only paying subscribers retaining access, making identification easier in cases of misuse. Concerns persist about the separate Grok app, where non-subscribers report continuing access to objectionable content, including images of women and children. The controversy has invoked strong political responses, particularly in the U.K., where Prime Minister Keir Starmer criticized the AI-generated sexualized images and urged regulatory action. Under the Online Safety Act, Ofcom may impose significant fines or seek to block the app. Musk has stated that illegal content creation via Grok will result in serious consequences.
