The FCC is updating its telecommunications relay services (TRS) rules to incorporate AI-driven speech recognition and automated technologies for better communication accessibility for individuals with disabilities. A draft notice proposes using automatic speech recognition for real-time speech-to-text conversion and advanced text-to-speech tools for IP relay services. Public comments are requested to assess whether these technologies could replace some human relay functions. TRS facilitates communication for the deaf and hard of hearing through standard telephone services.
The proposal includes refining performance metrics for relay technologies like speech accuracy and transmission delays. Additionally, the FCC is considering enhancements to video relay services (VRS), such as direct captioning integration and customizable caption features to improve user accessibility. Simplifying user registration via a centralized database aims to streamline the process and bolster anti-fraud measures. The FCC also plans to allow deaf users abroad to access federally supported VRS for emergency calls to U.S. embassies. Public comments are due by April 16.
