Japan Unveils New Guidelines for Integrating AI into Defense Technologies

On June 6, Japan’s Acquisition, Technology & Logistics Agency (ATLA) released the country’s first guidelines for the responsible use of artificial intelligence (AI) in defense equipment R&D. Aimed at ensuring human involvement in AI-integrated systems, these guidelines establish a risk management framework to clarify compliance for businesses engaging with the Ministry of Defense (JMOD). Addressing legal and ethical concerns, the guidelines are particularly focused on Lethal Autonomous Weapons Systems (LAWS), which Japan has ruled out developing, advocating instead for global prohibition. They emphasize a “human-centric principle” and aim to maintain meaningful human control over defense systems. A three-step risk management process classifies equipment into high and low-risk categories, ensuring thorough scrutiny for systems with significant destructive capabilities. The guidelines reflect Japan’s commitment to international humanitarian law and aim to promote responsible AI development in alignment with global norms, thereby advancing Japan’s competitiveness in the defense sector.
