Veon-owned Kyivstar and Ukraine’s Ministry of Digital Transformation have partnered to create a sovereign large language model (LLM) using Google’s Gemma framework. This initiative aims to develop a Ukrainian LLM that reflects the nation’s distinct language, dialects, history, and cultural nuances while ensuring that sensitive data remains within Ukraine. Google’s Gemma was chosen after rigorous technical evaluations, prioritizing national security and ethical considerations. Danylo Tsvok highlighted the model’s efficiency in processing Ukrainian texts, while Mykhailo Nestor praised Gemma’s performance, flexibility, and support for multimodal tasks. The LLM will leverage curated datasets to enhance AI services across sectors like government, education, healthcare, and finance. Additionally, this collaboration further solidifies Ukraine’s economic ties with the US, following Kyivstar’s recent Nasdaq listing. Overall, the project reflects Ukraine’s commitment to advancing its digital transformation and technological sovereignty.
