OMB Establishes Procurement Guidelines for AI Tool Acquisition

In recent months, the GSA has enabled 43 federal agencies to access artificial intelligence (AI) tools with enterprise licenses for under $1. This initiative provides an unprecedented opportunity for agencies to explore large language models (LLMs). As agencies adopt these AI solutions, a new memo from the Office of Management and Budget (OMB) mandates updates to acquisition policies by March 11 to ensure purchased LLMs are truthful and ideologically neutral. This requirement aligns with the executive order aimed at preventing bias in federal AI applications. The memo outlines vendor responsibilities for compliance, while agencies must collect relevant data without requiring sensitive technical details. Feedback emphasizes the importance of operationalizing AI while maintaining transparency and accountability in procurement processes. Additionally, there is a call for developing new acquisition templates and guidance for assessing vendor practices in addressing bias.
