OpenAI Advocates for California to Pioneer National AI Regulation Standards

The Brussels Effect is poised to influence U.S. state-level AI regulations, particularly in California. OpenAI recently urged Governor Gavin Newsom to harmonize state laws with emerging global standards, exemplified by the EU’s AI Act. In a letter, OpenAI suggested policies to prevent inconsistencies between California’s and international AI safety standards, proposing that firms adhering to the EU AI Act Code of Practice (CoP) be regarded as compliant with state requirements. The blog post emphasized the need for a cohesive national AI safety standard to avoid a fragmented regulatory environment that could stifle innovation. Highlighting China’s advancements in AI technology, OpenAI warned that inconsistent U.S. regulations could disadvantage American companies. This marks a strategic shift for OpenAI, which previously favored a unified federal framework. Now, it seeks regulatory harmony through state initiatives, positioning the EU CoP as a model for broader adoption.
