The Ministry of Digital Development of the Russian Federation has introduced a bill to regulate artificial intelligence, targeting foreign neural networks like ChatGPT and Gemini. This legislation emphasizes “cross-border AI technologies” and aims to prevent user data from being transferred to foreign servers. Set to take effect on September 1, 2027, the law mandates that any foreign AI service with over 500,000 daily users in Russia must store user data, including chat histories, on domestic servers for three years.
Interestingly, popular services like ChatGPT are already inaccessible due to blocked IPs and restricted payment options. As users currently rely on VPNs or third-party aggregators, the bill will significantly affect local services, such as Telegram bots, rather than foreign AI. The government encourages a shift to open-source solutions, particularly Chinese technologies like Alibaba’s Qwen and DeepSeek, to enhance local AI deployment and security.
