Their letter to CEO Liang Rubo criticizes ByteDance’s promises to honor copyright as deceptive, urging an immediate shutdown of Seedance. Within a day of its launch, Seedance generated unauthorized content featuring popular franchises like “Stranger Things” and Marvel, receiving millions of views. The Senators emphasized that this behavior threatens the American creative community and violates U.S. intellectual property laws. Major entities like the Motion Picture Association and Disney have also voiced concerns, leading to a halt in the global rollout of Seedance. In 2025, China remains on the U.S. Trade Representative’s Priority Watch List for copyright issues. Blackburn and Welch’s bipartisan efforts include co-sponsoring the TRAIN Act, aimed at enhancing transparency for copyright owners against AI model training misuse.
