After a compromise on AI regulation fell apart, the Senate overwhelmingly supported an amendment by Sen. Marsha Blackburn to remove AI provisions from a budget bill, with only Sen. Thom Tillis voting against it. Sen. Ted Cruz initially backed the amendment, blaming “outside interests” for opposing the five-year moratorium, which he claimed protected children and creative rights. Blackburn, however, expressed frustration over the inability to reach a compromise that would ensure state officials could legislate effectively on emerging technology. Both Sen. Maria Cantwell and Sen. Ed Markey opposed the Blackburn-Cruz plan, labeling it misleading and detrimental to state control over AI regulation. Cantwell emphasized that many state officials from both parties had voiced concerns about the proposal, which they believed favored tech companies at the expense of state-level protections. She noted that 24 states have already begun regulating AI, highlighting the gaps federal legislation needs to address.
