Ukraine has commenced the development of a national large language model (LLM) to enhance its digital sovereignty and AI capabilities. Spearheaded by the Ministry of Digital Transformation in collaboration with Kyivstar, the largest telecommunications provider in the country, this initiative aims to create an AI model specifically suited to Ukrainian language and culture. The LLM will be uniquely pre-trained on curated datasets to understand local dialects, legal terms, historical references, and societal contexts. Planned applications include digital assistants for public services, legal analysis tools, and personalized educational services. This project seeks to reduce reliance on foreign technologies, ensure secure data handling, and lower AI service costs for local users while fostering new startups and attracting investment. Kyivstar will manage the technical implementation using a collaborative approach with researchers and developers, aiming for the first model version by December 2025.
