Canadian federal officials have revealed that artificial intelligence (AI) is increasingly being exploited to generate fraudulent information in immigration and refugee applications. Both Immigration, Refugees and Citizenship Canada (IRCC) and the Immigration and Refugee Board (IRB) have reported cases where AI created false details, complicating their fraud detection efforts. IRCC spokesperson Isabelle Dubois noted that revealing such examples might unintentionally aid fraudulent claimants. The IRB has observed longer appeals filled with fabricated legal precedents, adding complexity to their workload. Toronto immigration lawyer Max Berger pointed out that AI is becoming the “new ghost consultant,” enabling claimants to fabricate persecution stories at no cost. While IRCC employs AI to identify anomalies and manipulated documents, officials stress that human adjudicators make final decisions. With broader scrutiny on immigration fraud controls, proactive measures are being enhanced to ensure system integrity and maintain rigorous standards in Canada’s immigration process.
