China’s Cyberspace Administration has proposed new draft regulations for AI companions, systems that mimic human-like interactions. Known as the “Interim Measures for the Administration of Anthropomorphic Interactive Services Using Artificial Intelligence,” these rules aim to protect users from potential hazards as AI adoption skyrockets. The public can comment on the proposal until January 25, 2026.
Key requirements include ensuring users are aware they are interacting with AI, implementing breaks after two hours, and assessing user emotions to identify possible addiction. Emergency protocols to address suicidal thoughts will also be mandated. The regulations prohibit AI companions from spreading misinformation, inciting illegal activities, or promoting self-harm.
These steps reflect global trends in AI regulation, with California’s SB 243 acting as a parallel measure to safeguard minors from AI systems. The CAC emphasizes that the new rules aim to promote healthy AI development while protecting citizens’ rights and national security.
