The draft rules, released by the Cyberspace Administration of China (CAC), require AI developers to implement personalized settings, usage time limits, and obtain guardian consent for emotional support services. Additionally, chatbots must escalate conversations related to self-harm to a human and notify guardians immediately. The regulations also prohibit content that threatens national security or undermines national unity. As chatbots gain popularity, concerns over their impact on human behavior have intensified, particularly after a legal case involving a teenager’s death linked to ChatGPT. The CAC emphasized promoting beneficial AI applications, like companionship for the elderly, provided they are safe. This move signals China’s commitment to regulating AI amid rising safety concerns worldwide, marking a significant shift in technology oversight.
