In a recent report, OpenAI unveiled that a user linked to Chinese law enforcement attempted to exploit ChatGPT for directing smear campaigns against Japanese officials, specifically targeting Sanae Takaichi, Japan’s first female prime minister. This incident, which occurred in October, involved strategies like amplifying negative remarks on social media and creating fake complaints about Takaichi. After ChatGPT declined to participate, the user resorted to other AI models for their operations.

OpenAI’s investigation highlighted various cyber operations, including female critics’ harassments and psychological tactics to silence dissidents. The examinee’s tactics ranged from hacking to filing fraudulent reports, reflecting a systematic approach to repress dissenters both domestically and internationally. Nimmo, a principal investigator at OpenAI, stated that these operations resemble modern transnational repression, illustrating a coordinated effort to undermine critics of the Chinese Communist Party. The activities resemble prior campaigns known as “Spamouflage,” showcasing the extensive reach of these influence operations.
