Honolulu Planning and Permitting Department launches AI software to improve permit process

The Honolulu Department of Planning and Permitting has introduced CivCheck, a free AI tool aimed at enhancing the quality of residential building permit applications. This innovative software allows applicants to ensure compliance with local codes and requirements before submission, significantly reducing review times and minimizing the back-and-forth often associated with incomplete applications. Dawn Takeuchi Apuna, DPP director, highlighted that CivCheck will streamline the permitting process by guiding users in preparing accurate submissions, ultimately leading to faster approvals. Users receive a CivCheck certificate upon completion, although it does not replace the official DPP review. Currently applicable for residential projects—including single-family homes, accessory dwelling units, and renovations—it facilitates compliance checks for specific city regulations. CivCheck promises increased transparency and efficiency in the permitting process, with plans to extend its features to commercial projects by mid-2026. Applicants are encouraged to use the tool for a smoother submission experience.
