Japan’s government will implement the GenAI platform, Gennai, across all ministries by March to alleviate the heavy workloads of senior bureaucrats. Developed by the Digital Agency, this generative AI system will streamline the drafting of responses for parliamentary questions—where bureaucrats currently average 376 hours of overtime annually, significantly higher than the public-sector norm. By generating draft responses and suggesting answers to anticipated follow-up questions, Gennai aims to reduce the time officials spend on these tasks. Initially trialed by select agencies, its use will extend to local governments. Additionally, specialized AI agents can be tailored to historical government data to enhance efficiency. Beyond legislative processes, Japan seeks to integrate AI into administrative functions, including licensing and permitting, with pilot projects already in motion to support workplaces for women and families. This initiative represents a transformative approach to public sector productivity and employee well-being.
