OpenAI has blocked multiple ChatGPT accounts linked to the Russian propaganda network “Rybar,” exposed during Operation “Fish Food.” This network exploited ChatGPT to generate social media content, presenting as diverse users worldwide, while developing information and psychological operations. Reports indicated that these accounts translated and produced multilingual propaganda, including praise for Russia, criticisms of Ukraine, and allegations against Western interference. ChatGPT facilitated the generation of batch comments on platforms like X and Telegram, masked under unrelated profiles. The blocked accounts, predominantly communicating in Russian, aimed at influencing political climates in Africa, specifically in the Democratic Republic of the Congo, Cameroon, Burundi, and Madagascar, with an operational budget reaching $600,000 for their largest campaign. Two years prior, the U.S. had offered up to $10 million for information regarding the “Rybar” project, highlighting the significant threat posed by such misinformation networks.
