OpenAI has proposed expanding the Advanced Manufacturing Investment Credit (AMIC) under the CHIPS Act to stimulate AI infrastructure development, including servers, data centers, and power systems. This initiative aims to amend the existing 25% investment tax credit, currently focused on semiconductor production, to encompass AI-related capital expenditures. OpenAI argues that this expansion would reduce capital costs for U.S.-based AI infrastructure, accelerate deployment, and strengthen strained supply chains, particularly in high-voltage transformers and transmission lines. As demand for AI infrastructure surges, CEO Sam Altman highlights the necessity for 100 gigawatts of new power generation to support this growth. Although the Treasury Department manages AMIC’s scope, any legislative changes would require Congressional approval. OpenAI’s proposal aims to benefit the broader U.S. AI infrastructure landscape without solely seeking direct subsidies. This strategic move reflects an industry-wide effort to secure essential resources amid global competition in AI advancements.
