As these capabilities evolve, experts predict the emergence of “highly autonomous cyber-capable agents” (HACCAs), capable of conducting complex cyber campaigns autonomously.

HACCAs offer advantages like accelerated attack speeds and novel tactical options, potentially overwhelming current defenses. However, they also pose significant risks, including unintended escalation in conflict scenarios and loss of control by operators. To mitigate these risks, policymakers must prioritize understanding the threat landscape, enhancing defenses against autonomous operations, and establishing safeguards for deploying such systems.
