Why Prioritizing Values Over Tools is Essential for Effective AI Policy

Here's what happens when you start AI policy with values, not tools

Artificial intelligence (AI) in higher education has prompted rapid policy responses, often focused on risk management and compliance. Instead of viewing AI merely as a technical challenge, our institution chose a values-driven approach, emphasizing principles of equity, inclusion, and sustainability. Participation in UNESCO Digital Learning Week illuminated AI’s potential to deepen existing inequalities in education, particularly in under-resourced regions. We realized that our AI policy must reflect broader moral considerations, ensuring it does not perpetuate educational colonialism.

By framing our approach around ecopedagogy, we convened a diverse working group to develop a coherent narrative that addresses issues like access, cultural responsiveness, and environmental impacts. Our policy underscores that AI should serve human learning, not replace it, and includes AI literacy in the curriculum. Ultimately, we aim to lead ethically in the AI landscape, shaping a future grounded in our institutional values and global responsibility, rather than reactively responding to technological disruption.
